What if Shadow Ball were Instant? (Melee Mod, TAS)

Title is inspired by MagicScrumpy's What If Melee Mod videos.
This is done by using the Shadow Ball always fully charged code, and then speeding up the frame animation. Nothing else about Mewtwo is changed except for Shadow Ball. This is a TAS.
